I, Kuldip Singh Bhogal S/o S. Harbans Singh, R/o 10, Hari Nagar Ashram, New Delhi-14, do hereby solemnly affirm and declare as under: - 1. That in October/November1984, I was living with my family at the abovementioned address. 2. That I was a General Secretary of Akali Dal Youth Wing in 1984 and was an active worker for the said party. 3. That on 1-11-84, at about 10 – 10:15 AM, a mob consisting of about at least 500 persons came to our area shouting slogans like, “Khoon Ka Badla Khoon, Sardar Gaddar Hai (Sardars are traitors and we shall not spare them). They were in such an angry and violent mood that they started pelting stones on the houses of Sikh residents of that area including our house. On seeing this, many Sikhs gathered outside their houses to protect themselves and their properties from the mob and they also started pelting stones on the mob to scare and disperse them. But the mob did not disperse despite our collective resistance to their acts of violence and destruction. 4. That some 15 – 20 police personnel of P.A.C. were present at the spot but they instead of controlling and dispersing the mob asked us to go back to our houses otherwise they will fire on us. Fearing this, we Sikhs returned to our home and were not allowed to come out of our houses. After the police had forced us back to our homes they instigated the mob to continue with their activities and immediately thereafter the mob started looting and burning the houses and shops belonging to the Sikhs. Even the vehicles belonging to Sikhs were not spared and were burnt by throwing some white powder on them. 5. That the adjoining colonies of Hari Nagar Ashram such as Sunlight Colony and Siddharth Basti were strong holds of Congress (I) and the residents of these areas were infuriated on the assassination of Smt. Indira Gandhi our late Prime Minister. They also had joined the violent mobs carrying lathis, sariyas, iron rods and inflammable items like kerosene oil and white powder. 6. That violence and destruction continued throughout the day on 1-11-84. On 2-11-84, again at about 11 AM, one train came and halted on the railway line adjoining our colony and Gujjars in large groups alighted from the train. They were thousands in number and were all armed with identical lathis and iron rods. They immediately formed groups and started indulging in arson, looting, killing and burning of Sikhs including their properties. One of the Gujjars who was the member of this mob was caught by me and some other Sikhs who were trying to protect themselves from them. On being caught one identity card of Haryana Police was recovered from him, which was a clear indication and evidence that the mob to which he belonged were members of Madhuban police training center near Karnal in Haryana and they were sent to Delhi to create chaos, lawlessness and destruction. This mob damaged various houses and killed 6 – 7 Sikhs in Hari Nagar Ashram. These Sikhs were burnt alive. Four members of one Sikh family were initially injured and then burnt alive in their own house. Three Sikh bodies were lying on the railway track and when we went to collect these bodies for their cremation we were forced back to our houses by the police. At that time, I saw a stray dog gnawing on one of the severed leg of a dead body of Sikh. 7. That three trucks belonging to my family, which were parked in Badarpur Stock area were burnt for which I received no compensation. My house was also partially burnt and looted. 8. That on 3-11-84, we were ultimately rescued by the Army at about 4 PM in the evening from where we were shifted to Gurdwara where we stayed for the period of 2 months. |
