I, S.Balbir Singh S/o S.Arjan Singh age 50 years R/o C-169 Jeevan Nagar, New Delhi-110014 do hereby solemnly affirm and state as under: 

1.                  That on 1.11.1984 at about 9 AM on hearing loud noise from outside, I went to the roof of my house. I saw that at crossing of Sunlight Colony, two buses were parked and large crowd had gathered there. In the meantime a mob of 400-500 persons was approaching my house from Bala Sahib Road.  The crowd was shouting loudly “kill the Sikhs and loot them”.  When the crowd reached near Mandir, then three Sikh youth came out from the Dalip Singh Coal Depot and ran on road to Bala Sahib.  One had a wood cutter in his hand and other were empty handed.  Crowd was lead by Suresh Jain and Naresh Jain. Jogesh Sharma alias Pappu. These people challenged them and caught them.  Crowd hit one with iron rod and hitting him repeatedly till he fell down and caught other two and took them towards the Mandir then Jogesh Sharma told the crowd to loot the shop of Fancy tailor owned by a Sikh.  Crowd broke the shutter and looted the shop.  Then Naresh Jain said, this house also belongs to Sikh.  Crowd entered my house and looted it.

2.                  When crowd was entering my house, my children got terrified and fled to the neighbour’s house.  Naresh Jain gave a tin of kerosene oil to the crowd and asked the crowd to burn the home. Crowd put the shop on fire.  Then Sharma and Jain asked the crowd to proceed further.  There was a tempo belonging to Narinder Singh parked on road.  Naresh asked the crowd that this tempo belongs to Sikh burn it.  It was put on fire.  Budh Ram was standing outside his house and was watching all this. He shouted towards me and said “Balbir Singh go down”.  I sat down by the side of the wall and was watching all this. After my home was put on fire, I cam down from my home with the lane and started shouting to save me, my house has been put on fire.  Many men and women came with buckets of water and they stopped spread of fire. After one and half hour, fire of shop was controlled. Inside shop items were still burning.  Burning items were brought out on road. I saw that police Havaldar (Sultan) and two policemen were with the crowd.  I went inside the back lane.  My children, mother and some other persons from the mohalla were there.  Neighbours told me to send the children and women to their home and they took them along.  At night, myself, my sons and mother remained awake through the night in the courtyard.  Whole night loud shouts were coming from the Ashram side.  Even sound of gunfire was heard.  Jogesh Sharma was speaking on loud speaker to close all the lanes.  Sikhs have poisoned the water supply. All people should go to ashram and kill all persons of Ashram.  Such noises were heard many times during the night.

3.                   On 2.11.84 at 8 AM a large crowd came out.  Sharma said on speaker loot all homes of Sikhs and kill them.  After looting home of Atam Singh crowd entered the house of Attar Singh where Balbir Singh was living.  After looting it when they were going to burn it, there myself and my sons came out of the lane.  All the residents of the mohalla asked the crowd not to burn the house as their houses may also get burnt.   They turned the crowd towards the road.  Crowd  then looted the house of Pritam Singh Dhir and the next house.  Then the security force came.  On seeing the army, crowd ran away into the lanes.  Later when we came out in the evening, we saw army personnel were doing patrolling. I asked military persons to escort us to Gurdwara Sahib.  Army persons escorted us to Gurdwara.  After staying in Gurdwara camp for few days days when we cam back home, then Sharma and Jain shouted that “we people have again come back”.  I got afraid. I filed a complaint with police.  But no policeman came to our area and out of fear I again went back to Gurdwara camp at night. We came back to our house in first week of December.  On 16.12.1984 at 6 AM in morning a police constable came and informed that police post in charge is calling me at police post for some work.  I went to police post.  Police post in charge took me on his motor cycle to police station Srinivaspuri.  There were some people sitting in the room of SHO.  I also sat there.  They asked me that I am President of Sabha and relief camp. What meetings I have done?  How much fire arm I have assembled? What has happened to you, what are your plans for retaliation?  I was harassed very much and my photo was also taken.  Later when my family members cam to know  as well as members of Sabha and Relief Camp members, they all came to Police Station. On their pressure, I was allowed to only at 9.30 PM and was asked to come again next morning.  On 3^rd day I was taken to Police HQ and was again harassed. I being heart patient, I sent  medical certificate to Police HQ through my son. Then the police started harassing my son.  Naresh Jain, Suresh Jain and Sharma are still threatening me that they will teach me a lesson.
