I, D.P. Gulati s/o M.D. Gulati aged about 56 years r/o ED- 43 A, Pitampura, Delhi - 34, do hereby solemnly affirm and declare as under: -

  1. In Oct/Nov. 1984 I was working as an Engineer with the Delhi Development Authority. The Head Office is situated at Vikas Sadan, INA, New Delhi. I was posted at Rajindra Place.

  2. On 31.10.1984 I went to Vikas Sadan INA, on official work. At about 5-6 P.M. I went  to AIIMS side as I had come to know that Shrimati Indira Gandhi had been injured and taken to AIIMS. When I reached the crossing of AIIMS from INA market side, I saw about 500-600 persons coming from the road between Safdarjang and AIIMS towards INA. These persons were raising anti-sikh slogans like “Sikhon Ko Maar do, Khattam Kar do” and were being led by Sh. Arjan Dass who was an elected Congress I leader of Kidwai Nagar. He was initiating the mob to attack the Sikhs. Some persons (about 20-25) caught hold of one Sikh photographer. His camera was snatched. His turban was removed  and set on  fire and he was badly beaten. The sardar ran and boarded a DTC bus and saved himself. At that time normal traffic running on the roads. Thereafter those 20-25 persons of the mob forcibly stopped a Sikh couple coming from South Extension side on a motorcycle. The sardar was beaten badly and his motorcycle was burnt by taking out petrol from the motorcycle. One sardar  cyclist was also beaten badly. 3-4 scooterist who were sardar were also beaten in similar manner. Some persons in the mob also manhandled the Sikh Traffic Policemen who was manning the traffic at the crossing of AIIMS. Then I saw that this mob pelted stones on the car of President Gyani Zail Singh. His one Sikh Body guard who was riding on motorcycle was manhandled by the mob. His turban was removed and he was about to be lynched by the mob that in the meantime the police saved him. This sardar bodyguard took shelter in the police control room van parked near AIIMS. At that time 2 police control room vans were standing at the crossing of AIIMS towards the cornor of the boundary wall but the mob continued to attack the sikhs.

  3. Then the mob scattered in various directions, some persons went towards Bhikaji Cama Place, some towards South Extension, some towards Yusuf Sarai side and some came towards INA Market.

  4. I remember that in that mob only 25-30 persons were including in attacks on sardars while others were spectators.

  5. I remained there for about an hour or so and somehow reached Central Sectt. from there I took DTC bus and reached home at Patel Nagar. On my Vehicles including an postal van were burning on the Tughlak Road.
