I, Lachman Singh S/o Sh. Sona Singh, aged 60 years, r/o 11/230, Kalyanpuri, Delhi-91, solemnly affirm and declare as under: - 1. I reside in Block 11, Kalyanpuri. 2. On 22-8-85, at 8 AM, Parsa Singh came to me and informed me that police required 4 / 5 respectable persons at the P.S. so we went o Police Station. We were taken to the room of Chaudhary Manphool Singh, SI where we found Soorbir Singh Tyagi who was SHO during the riots of November, 1984. 3. Mr. Tyagi told us to make statement in his favour. He further told that he was not at fault. We said that police did perpetuate excesses upon us. Our people were arrested without cause, their guns were snatched and thereafter our goods were looted and houses burnt. Then Tyagi replied that he didnot do anything on his own and he is not be blamed and that he was so directed by higher authorities. He further stated that senior officers of that time had issued orders. Had he disobeyed the orders, he would have been sacked and that having obeyed the order, he has landed himself in this situation. We again replied that you could just arrest us if arresting was must but why did you implant false cases. Then he replied that he had done that in obedience of the orders – Sh. Jatav and other officers. “They have escaped and I am involved.” He also stated that he was under pressure by Dr. Ashok and Mr. Bhagat and was forced to do all that. 4. When we did not agree to make statement in his favour, he said that he would see to it later as we all were angry. 5. I am afraid that police will involve me in some other false case if I do not depose in false of Mr. Soorbir Singh Tyagi. |
