Affidavit submitted before Misra Commission

     I, Trilochan Singh, S/o Datar Singh, resident of A-3/38, Nand Nagari, New Delhi-93, new residing at C-2A, Tilak Vihar, New Delhi-18, do hereby solemnly affirm and state on oath as under: -

1.                  I am the Secretary of Gurdwara Sri Guru Singh Sabha (Regd.) Nand Nagari for the last 4 – 5 years.

2.                  Our Singh Sabha, from the beginning, has been an admirer of the Smt. Indira Gandhi. A lot of our members were Sehajdhari and were also active Congress (I) workers. For example, Babu Harbans Lal treasure and Than Singh Narang. Late Shri Sanjay Gandhi and Shri H.K.L. Bhagat has also come to our Gurdwara. In addition, our members had maintained close contact with Shri H.K.L. Bhagat, the local MP, so that the Gurdwara enjoyed their patronage.

3.                  On the murderous attack on our beloved Prime Minister Smt. Indira Gandhi, we all were greatly grieved. On 31-10-84 itself, late in the evening the members of the Gurdwara met and passed a resolution condemning the attack and expressed their shock on the unfortunate death of the Prime Minister. It was also decided that Early Morning “Mobile Shabad Kirtan”, (Parbhat Pheri), which had been started on daily basis from 29-10-84 to celebrate the pious birthday of Shri Guru Nanak Dev Ji would not be carried out on 1-11-1984. Accordingly the “Parbhat Pheri” was not taken out on 1-11-84.

4.                  On 1-1-1984, at about 9 AM, when I went to the roof to go to my upper floor room, I saw that some people had collected in the chowk. When I climbed still further I saw a mob gathered in Loni Chowk and I also saw a fire there – but I could not understand the cause of the same.

5.                  About 9:30 AM, when I was having a cup of tea, I was informed by the neighbours that the Gurdwara had been attacked. To confirm this news, I looked through the ventilator of the room and saw that a mob of about 2 – 2 ½ thousand strong was looting the goods of the Gurdwara and were desecrating Shri Guru Granth Sahib and were litting fires at various points. This frightened me and I did not have courage to go out. I thought the police would come and control the situation.

6.                  The rampage was fierce. I could not think of the cause of the riots and the way to protect myself. The rioters were carrying lathis, iron rods, thick wooden staffs etc. Some looked very trained ones. The mob was desecrating the Holy Books and were laughing loudly and prancing around. This mob remained around the Gurdwara and first street of A-3  Block till Noon. I felt that the mob has split into small groups. Once I tried to peep into the street from my roof. I could not see any Sikh in the street. Within a few moments the smoke started to come out of some houses in the street and some outside the street I felt great danger.

7.                  After looking the main doors, I together with the families of my younger brothers, had retreated to the upper room. Stoning of my house started. We had no alternative but to close all doors / windows. Looking out of the ventilator I saw a police jeep belonging to the Flying Squad, standing near the Gurdwara it had 4 – 5 policemen. They did not say anything to the mob nor did they take any action to stop the mob. At that time the mob appeared to be in front the house of Inder Singh / Gulab Singh. After 10 minutes the police vehicle went towards Loni. I was hoping that larger police force would come to control the rioters, bent unfortunately nobody came. The door of my ground room was broken and fireballs were thrown in. The neighbours were watching from the roof tops. The mob could not break the iron doors of the stairs. At that time the persons of one group of rioters were in and around my street.

8.                  About 3 PM, the tenant of Avtar Singh, who is a Sehajdhari Sikh named Brahm Singh, came over the roofs and said, “if you can got your hair cut and save yourself – do so.” He had brought a pair of scissors also with him.

9.                  At that time some rioters had started to molest the ladies. Brahm Singh told me that my two nephews Manjit Singh and Daljit Singh, had been killed on their way to the police station.

10.             Due to extreme fear and being uncontrollably upset, both the brothers had our hair cut and looked for an opportunity to escape from the house. Ultimately at about  6 PM, due to street lights being off, I left the house and walking through 10 / 12 rioters, and escaped; Knowing the conditions prevailing in Nand Nagari, I passed through three street of Nand Nagari, somehow in the darkness hiding all the way, from the greedy murderous rioters, I reached chowk of Nathu Colony. I saw 3 / 4 dead bodies burning on the road. Due to fear, I left main road, and hiding myself through narrow lanes, I passed through Ram Nagar, Loni Road, Balbir Nagar Chuggupur and again through Loni Road Chowk, and hid myself in the fields. On the way, I saw people being killed and goods being looted.

11.             Due to the pull of the family to know about their safety, I came back to my street in Nand Nagari at about 9 / 10 PM. The street lighting had been restricted. A big candle power bulk was near the latrines. The houses were burning there was no chance of hiding anywhere. Police vehicle was standing near the Gurdwara for fire wood. The firewood was being put on the dead bodies lying in front of Inder Singh’s house. Went to Shri Balbir Singh, Bhagat Ram, Inder Dev Sharma, Jaswant Rai and had a meal. Due to their persistence and the condition; being very bad, I was compelled to stay in the house of Dharam Singh till 4 AM on 2-11-84. From there I went to the residence of Shri Suraj Bhan, B-4, Nand Nagari and they gave me shelter.

12.             Their house is on the main road. On 3-11-84, I heard an announcement made 3- 4 times from a police jeep that nobody should come out of his house because curfew had been clamped. Violators would be shot. But after the jeep went away, there was no sign of the curfew. I heard that Sikhs were being removed the Camps. With the help of Sh. Suraj Bhan and his brother, I came to the Nand Nagari police station at about 7 – 8 PM. And I saw that ladies and children of our mohalla were present there. I met the surviving members of my family. From them I came to know that in addition to two nephews, my father S. Datar Singh, brother Harjit Singh and sister-in-law Gurjeet Kaur had been killed by the mob. I heard from my relatives that the rioters had looted my house completely and burnt that.

13.             In these pathetic and sad circumstances, we were evacuated by a military vehicle to Nanaksar Camp. I stayed about 5 weeks in this camp. From this camp I went in a military vehicle, to Nand Nagari police station on 12-11-84 and filed an FIR.
