I, Wazir Singh S/o S. Dharam Singh, aged about 32 yrs., R/o A2-D, Tilak Vihar, Delhi, do hereby solemnly affirm and declare as under: -  

1.                  That in 1984, I was living with my grandmother Late Peari Bai in Block No – 32/30, Himmatpuri, Delhi. 

2.                  That on 31^st October`84, I was working in the factory of Mr. Puppy under the name and style of Harjeet Mechanicals, Lal Quarters, Krishna Nagar, Jheel. At about 12:30 Noon, Mr. Puppy told his employees / workers that our Prime Minister Smt. Indira Gandhi has been assassinated and the markets are being closed. I came back to my grandmother’s house.

3.                  That at about 9 or 9:30 PM, I heard the noise from outside that Mr. HKL Bhagat (MP) has come to the house of Rampal Saroj. I came out of my house and when I enquired about Mr. HKL Bhagat (MP) I was told that all the local leaders of Congress (I) and Mr. HKL Bhagat (MP) are attending a meeting in the house of Rampal Saroj.

4.                  That after about half an hour the meeting ended and I saw Mr. HKL Bhagat (MP) and other local leaders coming out of the house of Rampal Saroj and Mr. HKL Bhagat (MP) left in his cream color car. I know Mr. HKL Bhagat (MP) as he used to come in our colony at the time of elections for votes. All the local leaders were shouting anti-Sikh slogans.  

5.                  That no incident took place on 31^st October, 1984. 

6.                  That on 1-11-84, at about 10 – 10:30 AM, I saw a mob of about 40/50 persons shouting slogans, “Khoon Ka Badla Khoon” and armed with weapons like iron rods, knives etc. setting the jhuggies on fire. Many Sikhs had came out of their houses for self-defence but policemen numbering about 4/5 asked us to go back to our houses.  

7.                  That Rampal Saroj at whose house the meeting was held by HKL Bhagat was leading the mob and other leaders were also in the mob. HKL Bhagat had given instructions in the meeting to kill the Sikhs. 

8.                  That after some time the mob attacked and burnt the Gurdwara. Thereafter, the mob attacked the houses of Sikhs.

9.                  That my parents were living in Jawahar Park. I took a cycle and left from the backside to go to my parent’s house. I escaped alongside a nallah and nobody noticed.  

10.              That at my parent’s house, our neighbour Sharma gave shelter to us where we stayed for two days and thereafter we went to police chowki Jawahar Park. From there we came to Shyam Lal College Relief Camp where we stayed for 7 – 8 days.
