I,
Inder Singh S/o S. Bussar Singh, aged 35 yrs., resident of 32/486, Trilokpuri,
Delhi, at present residing in Farsh Bazar Camp, do hereby solemnly affirm
and declare as under:-
1.That in November`84, I
was running a wholesale shop selling Cot strings, cots etc. At present
I am Pardhan of Farsh Bazar Relief Camp. In the last three weeks, Shree
HKL Bhagat has called me to meet him. First meeting took place around
14 August. Shree Gulati, who is a councilor of that side and resides in
Vivek Vihar, came in his own car and said to me, “Shree Bhagat Sahib wants
to meet you.” Five persons from the Farsh Bazar Camp & I went with
Shree Gulati to the Kothi (residence) of Shree Bhagat. As soon as we reached,
Bhagat Ji said, “I am getting work done on your houses. On this count,
I have made a pledge with Block 32 of Trilokpuri and you should carefully
record your affidavits and do not name me on someone else coaxing.
2.Some days later, on
24th August `85, which was a Satruday, Shree Gulati took a
bus load of person from the camp to Bhagat Sahib. I accompanied Gulati
in his car. There Bhagat told all of us that he was trying to arrange
land for houses for all of us. At that time, he rang up Home Minister,
Relining 5 persons, the rest were sent back. Home Minister was
not available on the phone. Bhagat told Gulati to bring those five persons
to him in the Parliament House on 26-8-85.
3.That on 26th
August`85, when we fiv persons reach Parliament House, Sh. Gulati was
not availabel there. After waiting sometime when Shree Gulati did not
turn up, then from an outside telephone, we inquired from the PA of Shree
Bhagat as to what time the Farsh Bazar individual were to meet Shree Bhagat
who had been called to Parliament House. On instructions from inside,
we were called inside. In our presence, Bhagat Ji made a phone call and
talked in English. After that he told me that Home Minister had gone to
tour and we should meet him again on 29-8-85.
4.That Next day, Shree
Gulati called me to his house. There was also present Sh. Makhan Singh,
who was the Pardhan of Block 32, Trilokpuri. He told me that you all will
get houses – so you 25 persons should record sworn affidavit in the court
that in the November`84, carnage, the local Congress (I) workers were
not involved. I was astounded. On returning to Farsh Bazar Relief Camp,
I discussed the matter with others. We failed to see the connection between
the promises to get us houses and the proposed swore affidavits. We all
decided that we would not record false statements – affidavits.
5.That on 29th
August`85, at 3 PM, we five persons reached Parliament House. Bhagat Ji
met us and he appeared to be annoyed. In our premises he talked on the
phone in English with the Home Minister. Then he wrote a letter &
gave to his PA with instruction to said the same to the Home Minister
and then told us that we should return to our camp. We would definitely
get houses.
