In 1984, I was posted as Commandant, Signal Regiment, BSF with Headquarter at E-Block and Office at North Block. I used to go to my office alongwith Shri Mani Shankar Iyer, Shri Mukherjee; Joint Secretary(Finance), Shri Montek Singh Alhuwalia and one Shri R.P. Sharma; Chief Law Officer of BSF while traveling together. We used to have informal talk with each other. I cannot recall exactly now but it was some time between January and May, 1984 that during one such informal talk Shri Mani Shankar Iyer had told us that he was given an unpleasant job of portraying Sikhs as terrorists. He was there on some special duty with Minister of Information and Broadcasting. Otherwise, he was attached to the Foreign Ministry. Few days thereafter he had again told us that even against his wishes he had done that job. After about three or four weeks, he had again told us that we were told to make thousands of video cassettes for screening abroad. On 1st and 2nd November, 1984, the Sikh Officers were advised to carry on their work from their homes and accordingly I had also done my work through my office at home. On 3rd November, 1984 we were provided with guards and I used to go to office regularly thereafter.
