I am working as Sub-Inpector and at present I am incharge of Legal Cell in the office of DCP, New Delhi District. I have taken inspection of the relevant files pertaining to the incidents which took place in the New Delhi District during 1984 Anti-Sikh Riots.

In the Mandir Marg Police Station only one case was registered. It was registered as FIR No.441/84 of 2.11.1984. It was in respect of the incident taken place regarding attack of liquor shops in Bhagat Singh Marg. The copy of the FIR is marked as exhibit No. W65/1. After going through the file the FIR No. 441/84 I say that 13 persons were arrested in that case and charge sheet was filed against 13 persons. The case was investigated by SI Pratap Singh. He has arrested 13 persons as accused in that case. They were arrested between 7^th and 14^th of November, 1984. The chargesheet was forwarded to court on 10.11.84. The chargesheet was submitted to the court against all the 13 accused. They were released on the bail by the court. I have seen the file of the case which is exhibit No. W65/2. The police had also arrested 24 persons as preventive measure on 2.11.84 under section 107/151 CrPC.

I refer to the file No.XXV/77/85 which has already been submitted to the Commission and say that it contains a list showing the deployment of police force of Mandir Marg Police station on 1.11.84. The list pertaining to deployment of force is at page no.52. This file also contains a list of accused persons arrested in case no. 441/84 at page 61. Pages 106 to 121 contains the details regarding the posting of various police officers at different places within the jurisdiction of police station Mandir Marg. The Daily Diary maintained at the Mandir Marg police station for the period 31.10.84 to 5.11.84 is at pages 122 to 204 of the file. I refer to the wireless log book and say that the entries made in the log book from 31.10.84 to 8.11.84 are to be found on the sheet no.140 to 200. I also refer to this file and say that details regarding outside force received between 31.10.84 and 4.11.84 are at page 2. Between 31.10.84 and 5.11.84 no death was reported at the Mandir Marg police station.
