BEFORE JUSTICE NANAVATI COMMISSION OF INQUIRY ( Witness No : 73 ) Name : Shri Gurcharan Dass On SA I was posted Sub-Inspector of police at Police Station Patel Nagar in August 1984. I remained there till May, 1985. Between 31.10.84 and 5.11.84, I was on duty at the police station. Mr. Amreek Singh Bhallar was the SHO of the Police station at that time. Between 31.10.84 and 5.11.84 the following FIRs, were registered at the police station which had some relation to anti-sikh riots. The FIR Nos. are 554, 555, 556, 557, 558, 559 560, 563, 564 and 597 in relation to 1984 Anti-Sikh Riots. I am shown one file ( which is now given Exhibit No.73/1) it is in respect of FIR case no.556. I am shown another file ( which is now given exhibit no.W73/2) it is in respect of FIR case no. 557, I am shown another file ( which is now given exhibit No.W73/3) it is in respect of FIR case no.558. I am shown one file ( which is now given exhibit no.W73/4), it is in respect of FIR No.560/84. One case was registered on the basis of affidavit filed before Justice Ranganath Mishra Commission of Inquiry it was registered as FIR No.104/93. I am shown one file ( which is now given exhibit No.W73/5). It is in respect of FIR 104 of 1993. I am shown file No.XXV/89/85 ( which is now given exhibit No.W73/6), it contains information relating to number of persons who were arrested in different cases. It also shows the number of persons who were arrested by way of preventive detention. It also contains the details regarding arms and ammunition used during riots. It also contains 1. the places where the firing had taken place. 2. Firing, lathicharge etc. had taken place. 3. Details regarding the deployment of police personnel belonging to the police station and out side force. It also contains very general relevant information and true copies of the Daily Diary. I am also shown one log book. It is a log book which was maintained at the Police Station for the period between 26.10.84 and 14.11.84 ( it is now given exhibit no.W73/7). I had investigated FIR No.560. It was in respect of the incident wherein Sardar Kartar Singh was burnt alive by a mob. During the course of investigation I had arrested 18 persons on the spot. I had arrested some more persons during the investigation. I do not recollect how many persons were chargesheeted but I recollect that about 21 persons were chargesheeted in the case. They were all acquitted. FIR No.555 was also investigated by me. I recollect that 5 or 6 persons were arrested in that case. After completing the investigation I had filed a chargesheet against them. I cannot say today what was the result of the case. Cross deferred. Read over and found correct ( GURCHARAN DASS )
